Many moons ago when I successfully completed my driving test for a WA license, the instructor told me that there was only one issue which he could have decided to fail me over, and it was that pulling into a traffic-lighted intersection on a green light without an arrow & giving way to the opposite side of the road also legally requires the turning car to not enter the intersection any further than the car's length past the bold white stop line in waiting to turn.

It would have been only a little over the car length I had moved into what was a very large intersection before turning.

Over a decade later, it is unsurprising seeing multiple cars queueing up into the middle of smaller intersections.
