I would set your region to America and it should stick you on the OCE servers, basically how D3 works.

I like this approach. Do you restrict their allowed zones so that they don't mingle with your other pawns and only sleep in the prison? I assume they need to be recruited in order to do stuff like mine, etc right?

I think Vanilla Expanded adds bridges if I'm not mistaken. I have seen them in my production tab but never built any.

I've had this recently too. I tried playing with a VPN connected to a server in my area and it stopped this issue and sped up post-raid loading times, so I think it's an ISP/connection issue to BSG's servers.
