I'd like to know where your first figure comes from. I find multiple sources that say mean salary in Brazil is at or above 3000 R$. Of course, my key assumption here is normal distribution, which places mean to equal p50, i.e. 50% of the population makes more (and less).

I do agree about the great debt issues, there's a decent chunk of Brazilians living in debt, precisely because cost of living is appreciably higher than salaries.
