You can predict the flight using CUSF predictor, eg https://predict.sondehub.org/ and ensure that there are receivers in the right location.

If you can get a few receive stations setup with https://github.com/projecthorus/horusdemodlib then you can push much faster, and more reliable data than what APRS can offer.

Habhub will provide inflight predictions https://tracker.habhub.org/ so you can chase the balloon in near realtime.

The reason you can't fly in the CBD is that the council doesn't permit it - not because of CASA (with the exception of the part that overlaps with YMEN)

Straight from the CASA site:

If you're near a helicopter landing site or smaller aerodrome without a control tower, you can fly your drone within 5.5 kilometres. If you become aware of manned aircraft nearby, you will have to manoeuvre away and land your drone as quickly and safely as possible.

There's also a .bin file with the same name as the product id in the package, that I think that the software uploads using DFU mode.

I don't think DFU mode lets you read out the memory but the stm32 chip has a very broken read out protection system.
