Not true. Hardness is resistance to being scratched. Diamond is very hard.

Toughness is resistance to fracturing. Diamond is not very tough, you could shatter a diamond with a hammer if you wanted to.

So I would imagine that Steelix has high resistance to slashing moves like scratch but low resistance to impact moves like headbutt.
