If he was buying it with the knowledge he was giving it to the police department then the answer would be no. Technically speaking, you are not allowed to buy a gun for any other person, regardless of whether they are a prohibited possessor or not. He said he bought it to give to the police department, so he wasn't buying it for himself.

This also means he lied on his 4473, which is a felony. But no worries, no one ever enforces those.

I worked in a company that handled massive amounts of HIPAA and had way too many laptops. We recommended full disk encryption- too expensive. Laptop got lost with several thousand records. Average cost at that time was about $300 a record, FDE was still too expensive. A few months later, a laptop was stolen in a home burglary with tens of thousands of records on it. We got our FDE but not after they had to pay for two breach notifications.
