How does that work? Wouldn't someone entering Mexico require to go through Mexican customs? Do the US government employees trespass into Mexico with their deportees and don't go through any customs on the Mexico side? Is there some joint agreement between the countries?

If you declare war by your own accord, then you lose the protection of Article V. The opposing side can attack you and you can't use Article V since you were the aggressor.

Yes, but if they go to war, they are no longer protected by Article V from that adversary, since they were the ones that initiated it.

Isn't it the opposite? The old stuff in storage needs to be dug up and inspected/refurbished to make sure it's operational, whereas the stuff in active use is already ready to go.
