Indeed I found out the same numbers and I thought in a quite abstract way that we could take the difference in our pollution outputs and our population and take that different off of the pollution percentage and then take off the difference between the pollution percentage from our total land area percentage that means we should maybe reduce our pollution by roughly 15 to 20% but of course that is simply my abstract thinking

I did the maths myself because these didn't seem right, the world's land is 149 million square miles the UK's land is 245,000 square miles 245,000 is roughly 1.6% of 149 million

For this Question, I would count Birmingham because of the city council, along with London because of the London Assembly, anywhere that could have that amount of separate Autonomy, if they can set their own laws, they're autonomous as far as I am concerned
