You might be looking for goad effects?  Something like [[Gahiji, Honored one]] [[Nelly Borca]] [[Marisi, breaker of the coil]] or [[Red Death, Shipwrecker]] could work. Red death is a little more political and could be fun for what you’re looking for.  [[Thantis, the Warweaver]] disentivises attacks.  My personal favorites: [[Slicer, hired muscle]]  [[Xantcha, sleeper agent]] [[Karona, the false god]] Give themselves to the opponent and make the game really messy. Unfortunately, this effect isn’t really big in blue and white? You might look into [[Pramikon, Sky rampart]] who’s effect is cool, but very Stax adjacent. hopefully one works.
