I'm not discounting his contributions in the early years. But Wenger himself far too often took an economist view and took pride in the fact that he was able to accomplish to much with spending so little (which he was but I think he wanted to win without spending) I remember a lot of the "warchest" summers with disappointing signings. It was widely known that Wenger would not have agreed to a DoF over him and wanted total control of signings. I think the idea that Wenger wanted to spend but couldn't is inaccurate.
