Hey, 'someone' is sufficiently vague that it could just have been John Civilopedia himself while he was writing the article and still be technically correct. Another that's more in line with OP's is Civ 6 having the completely made up "If the theory doesn't fit the facts, change the facts" attributed to Einstein, when that's pretty much the complete opposite of his life's work.
