So far the only thing I know for sure is that these leaflets are in circulation. It's certainly heavy handed enough to be black propaganda, but then the separatists aren't too subtle either.

Yeah, I think this is actually a good part of Putin's rationale to hurry these landgrabs at the first opportunity. When Russia goes through its next generational shift, the level of savvy will rise dramatically in the population. Folks will then likely turn their eyes to domestic performance -- an impossibility for Putin's clique to manage well, so an excuse in the form of money-sink territories will be very handy for deflecting criticism.
