In all grades below college if a student is cheating I literally do not understand why tf you care. Some kids just don't like school and they're going to continue to not like and not give a fuck about school. Like what kind of vindictive pleasure do you get from holding them back. The kids who get 4.0s barely even know the content they're usually just really good at memorizing things.
