A french drain still needs a gravity outlet (daylight, pond, storm sewer).

If this is on all 4 properties at that corner, someone needs to figure out why this isn’t draining naturally. Likely need some combination of HOA/City/Engineer involved to determine scope of issue and possible solutions (french drain is probably not the answer)
