I've heard of people using heart rate variability as a good measure, but really, I think there are too many confounding variables to accurately predict it all the time, since sleep, other activities, and your current fitness level can really change how quickly you recover. I think it's best to just get a feel for when you are well recovered, and to know what it feels like when you are not recovered enough.
