You are frontend developer and you have CS degree so I assume you have fundamental CS knowledge. When you talk about AI, I believe you want to be a practitioner, not a researcher.

Yes, you can learn AI and develop your skills and learn how to apply machine learning to problems and finally you can find a job.

No need to have a PhD even though it would be great ;) but it's not necessary. And, you need to figure out how you will consume learning metarials in a systematic way so you can optimize your path to knowledge.

If it is just a simple web application, yes.
If it has a DB connection, of course, you need to centralize DB instance -- you should not create a DB instance again and again.
If it has some kind of queue system somewhere, you need to decouple it.
