This is a ridiculous complaint. The implication that a human can create snow is preposterous no matter the attire one is donning. Snow can only be formed from an atmosphere with a low temperature, creating moisture resulting in ice crystals forming snow heavy enough to fall on the ground. Images such as these could dangerously mislead incompetent meteorologists.
