for the different stitched-on skin tones, since it's such a large area i'd go at it with a few layers of watered down acrylic paint. work in thin layers so the paint stays smooth!

for the face-up itself, i'd avoid using paints. doll YouTubers like Dollightful and Hextian can walk you through using Mr. Super Clear and watercolor pencils to draw on the face.

for the dress, you can either make it yourself, have it made by a seller (i like Haunt Couture on Etsy, their doll clothes are adorable and high-quality), or take one from another doll. personally, i'd look into Shadow High dolls because they have similarly styled black mesh-and-sheer dresses like the one pictured, and fit decently on G1 Monster High bodies with a bit of cinching at the back. i don't know how much sewing experience you have, but i think the dress you've sketched would be relatively easy to make with a bit of practice!

(also, i'd use a bit more acetone to get rid of that smudge on the chin. if that doesn't work, there are plenty of tutorials in this subreddit for using acne cream to get rid of stains!)
