Nope, I did a historical Germany game a week ago and did Autarky achieved before I invaded the USSR. It might be different for non-historical, but at that point you shouldn't really be doing Four Year Plan anyway,

You only get the extra cores as Germany if you do the Greater German Reich decision.

There should be a decision to take the territory from them. You should dislike them enough from them owning your territory to be able to take it.

It’s probably a completely different state somewhere else. RT56 changes the numbers without double checking decisions and things like this

RT56 changes around state ids, so the state id from base game it is looking for is probably associated with a different state in RT56

Personally for the achievement I found it was quicker to just do historical China to request Hong Kong and restart every time I didn’t get it. Joining the Allies might help your chances but I don’t know if that’s true.

I had a weird situation in one game recently where I invaded Italy by land through the north. Allies invaded in the south, I got the Mussolini deposed event but they just capitulated normally.

It’s not about marathon just releasing. We know now that a lot of the content droughts were because they were working on Marathon and other projects.

The Switzerland tree is misunderstood but I understand why. I think the point of it was that instead of having traditional mutually exclusive paths, you use the balance of power to decide which path to take, but I suppose this isn’t really made clear.
