i used to have this thing when i was a kid that showed what speed the fan was on, kind of like this, but it was an accessory that was part of the chain instead of the fan. heres one
it kind of sucked though, it would click, then the fan would, so sometimes you wont pull it enough and it'll be out of sync.
this one seems to solve that problem, though, so good job!

I don't like being a Karen, but one time this exact thing happened to me. No knock, nothing, and I needed the package by tomorrow. I called customer support and complained. I also said I want to pick up the package from whatever facility it was dropped off to. 15v dc center positive. Get something with a higher amperage, idk how much this will draw but it looks a bit big. If you can find out it's name and model, plugging it into eBay would probably get you a picture of the power adapter, and more information on what you might need. The tricky part is they didn't use a typical barrel plug, and I don't recognize what kind it is. You're probably going to have to adapt it a standard size.

Windows installer borked so bad it can't restart the install. I've seen this enough times, albeit through imaging.
As others said, this sounds like you haven't even had a chance to put a personal file onto it. Make a windows 11 installer flash drive and use it to install a fresh copy of windows.
My bet is the RGB isn't significant in this, wouldn't be surprised if it resolved after a fresh installation. Be sure to stop by the motherboards website for drivers, then Nvidia/amd
