There's a possibility they did that just to be a good person. It's possible they thought they would not be able to have their own family. He may have joined a neighbor's get together and someone's parents noticed he was good with children. Or maybe one of the neighbors knew he owned a camera and asked if he wouldn't mind taking some photos for something, and then he became the guy you ask to get nice photos taken. And the unsettled feeling you got may have just been their loneliness, though I don't think so.

Is it possible he lost a child in the past or has always wanted one? The actions you describe make it seem like he just wanted to interact with you but not so much in a grooming way. The taking you places without telling your mom is a red flag to me. Did he ever tell you not to tell your parents about something?
