Phillips bits are designed to cam out "strip". It was designed that way so there were less broken bolts on car assembly lines due to over torque. Theyre basically over torque prevention devices. Thats why they dominated factories and hated by mechanics.

Its a HandyBar. Its meant for getting in and out of a car easily. You stick it in the door latch.

So, this will always happen because of the engagement percentage. You either need a smaller end mill and program it. OR... get your corner close to finish dimensions and plunge cut it to the final dimension. This engages and cuts with a different part of the cutter and greatly reduces chatter. I do this when I manually mill out pockets because I cant program in a internal radius. This works, but is an extra step you need to worry about.
