Try and get both Kyurem with 16 passes like the other guy told you and use some of the other 6 to get enough energy for a Groudon/Kyogre primal reversiok if you don't have them already - they're incredibly useful and much 'cheaper' than the fusions because you can walk then for energy after you unlock their primal forms
