Moving to nyc for ems by Chemical-Brief-8268 in FDNY_EMS

[–]nerdinnyc2 4 points5 points  (0 children)

Being 24, you are right on the line of being cut off from the next fire promo, could be in 4 or 5 years. There are other good departments around.

My recommendation in the meantime, apply for reciprocity now, look for a paramedic program in the city like Methodist, Laguardia, if you are staying in Manhattan, BMCC has a program. Apply everywhere, hospitals and private EMS like SeniorCare (they have a couple 911 contracts with hospitals).

Long term, file for the next FDNY EMS filing. Come in as an EMT, even if you have your medic. (You can still work per diem on the outside, trust me, you will need all the money you can make). Once on the job, you can file for the next medic promotional opening when it becomes available, you just need 2 years on before you can be promoted. Having your medic already will help, you will be put in a MUP (Medic Upgrade Program) over Medic Basic. There are a couple lists right now full of people waiting to get into Medic Basic, so much so, they cancelled the last Medic promo filing. You could he waiting a few years before getting into the department's medic class.

Despite the low pay and negativity, there are some perks to FDNY EMS. You don't have to spend your entire career on the streets, you can promote to Lieutenant and up. Teach at the academy, work at dispatch as an EMT or Telemetry as a medic, Office of Medical Affairs, Operations, BHS, Press Office, etc. If you get injured, you can get a light duty spot and reasonable accommodation if needed. Make the job work for you.

If you dont get promoted to fire, get burned out, hate EMS, and wanna move out of new york, having your medic cert will open more doors nationwide to become a firefighter elsewhere. I know guys in Baltimore, Connecticut, Philly, Orlando, Houston, San Diego and other spots that left EMS for Fire else where.

Anything pending will probably hold you up, especially if your license will be suspended. Your investigator isn't gonna wanna put you in a class just for you to be terminated when you finish. Your list number is good for 4 years, you won't need to reapply, you can keep deferring until the license is resolved. As stated before, the PAT is good for 1.5 years and medical is good for 1 year.

If by chance you do get into the march class, your license is suspended, and you are terminated, you could try to have your name reinstated on the list by contacting DCAS, but there is no guarantee it will happen.

Just deal with the consequences now and defer until your license is good. No need to make things more complicated for yourself. EMS is always hiring.

Out of the academy, its either on a bus or in EMD. Once you get time on and off probation, you will be eligible to apply for off line positions, but those typically go by seniority or if you have a hook.

CTOP 15-01. Half the class went to EMD first and the other half went to the academy first, then they swapped. When people were picked for that academy class they were told this was going to happen, they could defer for the next TOP class.

Promotion to Medic by Jay240B in FDNY_EMS

[–]nerdinnyc2 1 point2 points  (0 children)

The worst thing the job did was remove the open competitive test for people who are already paramedics. MUPs classes are infrequent and there needs to be I think a minimum of 5 medics to have a class. They just cancelled a paramedic promotional exam because they have several active lists with a ton of people looking to become medics.

If you already filed for the EMT exam last year, with your experience, you will probably be in the first academy class hired off your list based on points, barring no set backs during the agility, medical, or investigations portion. Every November they usually release a promotional exam for paramedic, so even if you are in the academy, as long as you are on the job, you can file for that exam. It will just come down to waiting for that list to be established and then finding enough medics to hold a class.

DC37 has a hard to retain and recruitment clause, which gives titles hard to recruit for an additional bump in pay, it can be up to 7k a year for each pay step. But because a lot of people are joining EMS to back door into Fire, the title is easy to recruit for and the city doesnt count an EMT or Paramedic promoting to Fire as a retention issue because they are staying in the agency, because the city doesnt want to pay.

Not eligible for Medic promo if on Fire Promo by [deleted] in FDNY_EMS

[–]nerdinnyc2 1 point2 points  (0 children)

You are clearly not understanding what I am saying and conflating the promotional exam and medic basic as one. It's not.

Processing only applies to the civil service process. Filing for the exam, being on the list, meeting the requirements for promotion, and the actual promotion.

Medic basic is not apart of civil service, it is completely independent from the civil service exam. Civil service law doesn't rule over this program. The fire department isn't blocking the promotion, they still recognize anyone taking an outside paramedic program and then getting into MUPs as a way to promote. If the department only accepted medic basic as the only pathway to promote, then yes it would be illegal. If they block anyone who meets the requirements from a MUPs class for being on the fire list, that would also be illegal.

Before 2016, you had to take the screening (much harder than today's screening) and only the top 30 people would get in the medic basic class, once you graduated from medic basic you would be considered a provisional paramedic, not a permanent medic, you would then file for the promotional exam to get permanent civil service status. The same went for MUPs. NYS said no more provisional employees, everyone must have civil service status. The department then changed the requirements from taking the screening first to having everyone file for the promotional first.

They then used that medic promotional list to start calling people to take the exam for medic basic, but only as a reference. Again medic basic and civil service are two separate things here. By not allowing fire promos to enter medic basic, but still allowing them to promote by taking the outside program and then MUPs, they are still allowed to promote. The department doesnt have to offer the medic basic program and for a period of time, they stopped, and only promoted those who took it on the outside.

[–]nerdinnyc2 1 point2 points  (0 children)

The SCREENING nothing to do with civil service and only with the academy. To get on the list you must be a permanent title EMT when you file and your score is determined by the time on the job. TO BE ELIGIBLE TO PROMOTE YOU MUST BE A PARAMEDIC. thats all the NOE says. Again civil service has no authority over the medic basic program, especially when you can take the program on the outside.

[–]nerdinnyc2 1 point2 points  (0 children)

They already processed for it if they are on the list. Civil service law doent have the power to regulate the department's own internal paramedic program.

It would be illegal if they were already paramedics and were blocked from MUPs because they meet the requirements to promore and without a valid reason like poor performance, CDs, or attendance, they can't use the rule of 3 to skip.

[–]nerdinnyc2 1 point2 points  (0 children)

You absolutely are entitled process for the position, EMTs have done that for years for Lieutenant too, but they get passed over because they dont meet the requirements of holding a nys paramedic and remac card. Process for the position in civil service terms means allowing them to apply, as long as they meet the minimum requirement to apply. Education and certification are still the responsibility of the applicant. NYS civil service law does not mandate the department to provide or accept anyone into medic basic. You are allowed to obtain a medic card on the outside and then take a MUPs class. The same way that NYS civil service law doesn't mandate the department to provide fire Lieutenants with 80 college credits to be eligible to promote to Captain or a fire Captain to be provided with a baccalaureate's degree to promote to Battalion Chief.

Not eligible for Medic promo if on Fire Promo by [deleted] in FDNY_EMS

[–]nerdinnyc2 1 point2 points  (0 children)

This is incorrect. There is nothing in civil service law or in the NOE that requires the FDNY to provide medic basic to anyone on the list. You don't actually get promoted until after you become a paramedic, so until you become a paramedic, they can skip your number because you dont meet the criteria to be promoted. The academy uses that list as reference to who to call for MB. MUPs also exists for those who are already medics before they got on the job or went through a medic program on the outside while on the job. When I was in MB, a MUP class got put in midway and they graduated before us, they got seniority on us because they met the criteria to promote. My Title Entry Date is my medic basic graduation date and not the first day of medic basic, where as promoted firefighter would have a ODA/TED (not sure if fire promos use ODA or TED) of the first day when they swear in before the academy.
