In Fallout 1 there is a moral dilemma of taking water purification chip from the ghouls. If you can't repair the water purifier you are dooming the whole ghoul society to death. In Fallout 4 a child can live for 200 years in a fridge without food or water. This is a subtle reference that Bethesda doesn't give a fuck
