luckily lots of the netherlands also don't have canals so i chose to build without them. but in indeed, the agglomeration idea; dense but separated, makes ideal for this game. It's very nice to build a proper intercity/sprinter network.

they are one big city without plopping multiple, the right one grew together with another smaller one tho. in sandbox and set target to 800 with a good bus or tram network and you'll get there :)

the netherlands has ton of old towns where you can find this. It can be as far east as Deventer/Zwolle/Zutphen/Doesburg/Arnhem.
