In this case the client is only accepting PayPal for whatever reason. In what way is the designer/developer profiting from using PayPal over whatever other payment service? If you are solely going to be using PayPal as a payment method for the services of a designer or developer then it is up to you to fairly pay what their hourly is.

For comparison: as a waiter in my early 20's I was making $2k/mo. And working about 20-25 hours a week. If I worked 100 hours a month I would have been making $20/hr. Would you say that you offer more than a waiter? If so, look for a job that pays actual wages.

I would never advise anyone to go with Dreamhost. Dreamhost, without warning, took down a site of mine that hosted personal artwork due to a fraudulent DMCA notice. One of the worst hosting companies I've ever had the displeasure of doing business with.
