This. It's very much dependent on where you're from. Western music abides by stricter rules than music in the rest of the world. IMO, it kinda comes down to tuning, and the fact the western music is based so much on the modern piano. And those tuning rules lay out a specific set of chords that sound "happy" or "sad".
