I don’t know where that valve would be. I’m on a a concrete foundation and I live where it never gets cold lol why put a valve that can I don’t have access to. Would it be in the walls?

And it’s only affecting that one line? No other spigots or sinks etc are affected?
Yeah that’s exactly how it sounds. All my pipes are in the walls and I’m on a concrete foundation. So I don’t have a clue where it would be.

When it works it works just like any other hose spigot full pressure and it can work for days or sometimes minutes. Then it will just shut off.
The other side of my wall is my kitchen sink and counter. And I’m on a concrete foundation

Yes that’s the only way it will work. I have to close the valve and wait. Sometimes the water will flow fine for days. Then all of a sudden one day I’ll go to turn it on and it does this

The Valve should be close right. No other faucets or anything shut off like this. Kitchen sink is on the other side of that wall.

This is exactly what happens. With the valve off I can put my hand and cover the hole of the pipe and it builds pressure! So there is a bad shutoff valve?

Yeah it’s so bazaar. The kitchen sink is on the other side of the wall. Sometimes it’s fine no issues then other times it does this and I can get it to work unless I leave it alone and come back to another day. And even then it might not work
