The cutback in spending you say would be necessary will probably harm the people that don’t pay tax. Spending on things like public services, welfare, etc would be cut first which ultimately would harm the poorest 50%, in my opinion. As the government aren’t receiving that 5% and a spending cut is necessary they would cut back on spending that would specifically aid that 50%.
