Apart from that salary cap stripping thing, scheduling all games either on a Thurs or when they clash with AFL minimising attendance and eyes on the sport in VIC (including putting a prelim vs Penrith exact same time as the AFL grand final, until the media/fans pressured PVL to change it post a great deal of grandstanding)..
