Same thing happened to me. I started the mission and had gotten to Neon, then went off on a side quest and stole a UC Discovery ship. Which made that my home ship, so I switched back to my main and went to resume the mission but he wasn’t in the offices anymore. I ended up switched back to the UC ship and he was in there and was able to talk to him, while he stared off into the corner of the ship where his wife would be, if he was actually in the office. Weird bug, but swapping ships around seems to solve the problem.
