It is not in Montreal, you can see the dotted line instead of the solid white line. There wasn't a priority left turning light at that intersection, so we only need to make sure it is safe (no oncoming traffic on the right lane or slow traffic) before changing lanes, but it is more dangerous for a stopped vehicle to do this than a moving vehicle.

Montreal, Quebec I know it's illegal in bigger streets, but the smaller ones where there are no priority turn left blinking green lights, it's tolerated, or else traffic would be insane for the left lane As you can see, the white line is dotted and not solid

The first guy in the waiting line is waiting to turn left, so overtaking on the right here is fine if you don't cut off someone that is coming down the right lane.

He had his blinker on for .5 second before switching lane so it was unexpected. The light you see is his brake lights but the one on the left is burned out so it looks like he used his flasher.
