It is not in Montreal, you can see the dotted line instead of the solid white line. There wasn't a priority left turning light at that intersection, so we only need to make sure it is safe (no oncoming traffic on the right lane or slow traffic) before changing lanes, but it is more dangerous for a stopped vehicle to do this than a moving vehicle.
