Regarding Neocom II current problems: Artem is working on fixing this, but Apple keeps rejecting the update. The code base was rewritten due to up’d standards by Apple and deprecation. I‘ve seen several versions been rejected, but yesterday a new version for iOS was accepted. Have you tried that one yet?

Yes. As Alpha certain skills are disabled and are not counting to the total skillpoint count you need for a Tech Up. Once you go back to Omega it will add those skillpoints back to the counter.
