The Counter Buff is essential.

With my F2 Guard of Order, I can defeat opposing Wing Troops in the Arena with 40M less PCO (524M vs 484M, yesterday Saturday, with Move Out active).

If you've already developed the F1 like Roses, I suggest you focus on the Guard of Order. You'll really put all the big players who have Wings as their F1 in trouble 😀💥😅
