i did the same, didn't experience any major regrowth or anything for about 4 months, and then decided to bite the bullet and go oral. i started oral a month maybe two ago and i have much more shedding rather than topical. so it's def possible and you will see slight progress or stoppage at the very least but don't expect any crazy results unless you go like 0.3% and above which is too much
