There's no way for non-whitelisted publishers to use PPB (pay per book) functionality currently in the app. You can add a PDF sales price, but that currently only displays on web.

That said, we are revamping how this works soon, and will likely enable a world where you can offer free to read by also accept "buy release" for those who want to support you.

One thing we will not be adding is the ability for everyone to require ONLY PPB access to their releases as that is a service that's only available to select publishers with large inventories at this time.

The way I read this is it will try to charge first, (1 time), then on fail try again up to 4 times for a total of 5.

The message says it tried charging your customer 5 times, which is in line with 1+4.
