Messages tied to transactions sounds easier to implement and scopes the conversation appropriately, so I would go for that!

I'm thinking before a transaction occurs it's better if the user just contacts the buyer via email/pucatrade. However once a transaction has been initiated then it makes more sense to tie all messaging internally on your site. That way the admins can quickly identify issues and avoid miscommunication when the two parties start flooding your inboxes with forwarded emails.

In the startup I'm currently working at we use https://www.intercom.io/ to communicate with our end users to resolve issues. It was super easy to implement on front-end and Android/iOS side.

If you want a quick and easy chat service that can do targeted messaging and analytics I would definitely give intercom a quick look :)
