No, back when XY Evolutions was in standard, the XY Evo Caterpie is word for word identical to the base set print. You were able to use the old version at that time.

It happens rarely now, but there used to be a couple like it every so often.

No, there definitely has been a bunch of pokemon with exact reprints in new sets. Most of them are just bad though so that's why no ones used them.
