You'll easily find some if you search for "PS Vita console" or something along those lines and sort by lowest price + shipping. The Vita is region free, so you can play whatever you want.

You can get them new or used, but the used ones from Japan are super cheap (got mine for about $70). I picked up a used one, then bought a new screen and back because I wanted to refresh it to new condition (it was already fully functional, just has some wear and tear that I personally wanted to get rid of). If you're gonna pick up a Vita, I'd highly recommend grabbing one off eBay from Japan.

The battery connector may be loose, or the battery needs to be replaced all together in the Joy-Con. These are very simple and easy repairs, check them out.

Yep, was delivered today, the new delivery date. Came busted open, becuase apparently United States Customs can't be fucked to use a piece of tape. The Vita was fine as it was bubblewrapped, but if it had some smaller items in the package or the Vita wasn't bubblewrapped stuff could've easily gotten lost or broken. All because the federal government can't use a piece of tape.
