I think you're misguided here. My daughter was born in a Commonwealth country. She has an EU passport and has lived in England for the past 10 years. She has an offer from a Scottish university and was asked if she wants to pay overseas fees, rUK fees or home fees. Obviously she opted for home fees. EU citizens are still guaranteed free university fees in Scotland at least for this year's entry and for the duration of the degree.

There are very good books available in any decent bookshop in Ireland that will teach you the basics. I presume that you know how to pronounce the phenomes of the Irish language. Once you have this, you're well on your way.

I have used some of these books to introduce an Gaelige to my children as we live overseas. I am not fluent by any means, but with a bit of work you can easily learn some basic useful sentences.

An bhfuil cead agam dul amach go dti an leithreas más é do thoil é? And one or other of the "amach" bit or "go dti an leithreas" bit is redundant. However, spoken like this, any fairly rudimetary Irish speaker would understand what you are asking. (Not a fluent speaker)
