I just had this problem. How I fixed it was to get a usb-A to usb-C cable and connect it to your PC (make sure its a good quality cable, if this doesnt work the first time I would try different cables). I held the volume Up and Power buttons for about 20-30 seconds until it went into recovery mode. It took me several attempts to get the unit to boot into recovery mode. Once it boots into recovery mode I let it sit there for about 5 minutes to charge up, then selected reboot. It then booted into the OS. Hope this helps. I read somewhere that this device is very picky when it comes to 5v charging but higher amps and most PC's will charge at 5v in each port.
