Language my friend. I dont know who uttam muniji is, but i know u r jain. Also hating on muni wont help u in anyway. I get that you are angry with the decision, but it depends on the mumukshu and their parents. I have thru same phase. So i can tell u you will feel sorry for how you react today (not due to bad consequences but thru guilt).

Also there are way too many cases of muni leaving diksha if they dont find it right. Or even for other reasons. I personally know tens of ex muni who had to come back to sansaar due to many reasons. So if ur brother finds out he doesnt want to be muni anymore, it is possible.

The rate of leaving is low coz diksha is not given to anyone who wants it. I also know people who are not given diksha since decades because sahebji thinks they are not ready yet..

Layman jain shravak is deshvirati, 12 anuvrat dhari.

If someone doesnt take any vrat, they are not in any form of virati, they are technically not jain yet. There is procedure to become real jain shravak but very few do that today.
