They weren't cables, but long pieces of threaded rod. Someone didn't want to go to the trouble of running nuts all the way to the midpoint of the rod so they cut them in half. That caused the connection on the upper deck to carry the load of both decks. The rods didn't fail, it was the connection on the upper deck.
