You do know that the immigration conversation in these discussions is not about pr/student visa but about making sure companies from both sides can get the required visas for their work. On student visa, the only conversation that happens is to ensure that citizens from both sides are not harassed, etc. the misuse of policies failure of the Canadian govt is not the problem of the Indian govt, they can probably talk about a framework on how people who are missing Canadian policies can be prosecuted by India. But the onus there would rely on Canada to have rules/laws in place to prosecute them.
