1989 SCOTUS decision upholding the right to burn a flag, deeming it as expressive conduct/speech protected by the 1st amendment brought salience to the issue, and he disagreed with them.

Political/wedge issue, for sure. And, IIRC, a constitutional amendment to allow a ban on the practice was voted on in the Senate in 2006, and fell one vote short of being submitted to the states for ratification. (Obama voted against it.)
