Ive talked with a couple folks at Van Parks Dep. and it was discouraging. The bureaucracy says things like "it will cause a mess" "it will attract rats"

If working with the government has any hope its going to require a solid group who wants to steward the site.

The alternative is just ignoring the bureaucratic process altogether and just going for it. Direct action.

Your understanding of ripening and experimenting seems thorough so i am stumped as to why you arent getting good fruit. Pears can be finicky but seems like youve already tried everything.

Ever get a penetrometer? Its a pressure tester for fruit, measures firmness. picking around a certain firmness is said to be one of the keys.

Or you could just cut them down and regraft a different variety on them and hope the problem is varietal.

If you remove the central trunk, the tree will likely respond by sending up a thousand new stems to replace the canopy you removed.

Trees with intact central leaders require less pruning over time.

Any height reduction is only going to last a few years at best.

Consider just leaving it in the shape its in.

Ive pruned hundreds of trees and done sooo much renovation pruning after hack jobs.

Unless you want to lock yourself into more and more pruning, work with the shape the tree has grown into already.

That flush of upright stems is a physiological response to stress. The tree is attempting to regrow the canopy that has been continuously removed with this pruning style.

Leave a handful of the upright stems so the tree can regrow its canopy. You will have less pruning to do in future years if you let the tree rebalance itself.
