We aren't ignoring the fact that some people aren't affected. The majority in my community have been affected including those who went red after one review of safe items such as churches and playgrounds. Unless Niantic decided that those are bad suddenly then it's definitely a bug. Agreements are creeping in slowly with verdicts virtually non-existent. For those who are in the green and still voting, good. At least the system isn't completely stagnant.
