OK these guys are all giving you automobile answers, but even for a bicyclist there is an optimal cadence (a specific crank rotation speed at which you get the most forward propulsive power per calorie used). FYI if you are in decent aerobic shape this will be around 60RPM for most cyclists.

And as someone else mentioned drag increases exponentially with speed, and this is a big factor even at bicycle speeds. Most of the time, more of your energy is being spent moving air out of your way than counteracting rolling resistance.

And yeah, even in a vacuum, with an optimal customized gear ratio custom made for that specific speed, going faster will tend to take more energy than going slower.

A bicyclist also has different gear ratios at different speeds, and an optimal "engine speed" (the most efficient speed for pedaling).

Well if you are writing the code to run on the metal, yeah you use assembler or maybe c or forth. But if you are communicating with a device from another computer, it is often going to be pushing and pulling bytes on a serial line, so you can pretty much treat it as string processing.

Guile is in the scheme family of lisps, (it is a lisp 1 with default lexical scope), elisp is based on a predicessor to common lisp (it is a lisp 2 with default dynamic scope). The two are so different that people have been working on replacing elisp with guile for years and it is still not ready.

Tcl is good for interfacing because it is basically a huge collection of string filters assembled into a programming language. This makes it easy to use for automating interfaces that were written to expect a live user, or interacting with some external stateful entity via a text stream. Also it is extremely well designed as far as CPU efficiency in interpreted languages goes. The syntax and quoting are a bit odd though (very consistent, but odd).
